
A major enforcement operation in Southend has uncovered a huge haul of illegal cigarettes, hand-rolling tobacco and non-compliant disposable vapes hidden inside local shops – some of which were being sold to children.
Southend City Council’s Trading Standards team, backed by specialist sniffer dogs, raided three convenience stores across the city, seizing over 30,000 illegal cigarettes, 10 kilos of illicit tobacco, and more than 1,000 disposable vapes.
The hidden goods were found concealed in cavity walls and ceiling voids – in attempts to avoid detection by authorities.
According to the council, many of the products were counterfeit or failed to meet UK safety standards. Some of the vaping devices had shockingly high advertised puff counts — up to 18,000 puffs per device, which is well over the legal UK limit on both nicotine content and tank size.
These extreme-capacity vapes are particularly dangerous as they often contain unregulated levels of nicotine and other harmful chemicals.

Worryingly, some of these illicit items were being sold to minors – which not only endangers young people’s health but also breaches several consumer protection and age restriction laws.
The sale of illegal tobacco and vapes is a growing concern nationwide, with links to organised crime and significant loss of public revenue due to evasion of duty and tax. In many cases, the profits from these sales help fund wider criminal networks.
Formal action is now being pursued against the businesses involved. This could lead to hefty fines, closure orders or even criminal prosecution, depending on the severity of the breaches.
Councillor Kevin Robinson, Cabinet Member for Regeneration, Major Projects, and Regulatory Services, praised the operation and issued a stark warning to other retailers:
“This is a strong reminder that we will take firm regulatory action against those selling illegal tobacco and vapes in Southend. These products are not only harmful to health but are often tied to organised criminal activity.
“Our Trading Standards team is using every enforcement tool available to protect residents and ensure businesses operate within the law. I commend their ongoing efforts to keep our city safe and compliant.”
The use of specially trained detection dogs proved essential in the success of the operation, as many of the items were intentionally hidden behind fake panels and inaccessible storage areas designed to evade visual inspection.
Southend Trading Standards is urging the public to report any suspicious sales of tobacco or vapes — especially if products appear cheap, unbranded, or without proper health warnings.
